Pajero MK1 whining noise

Just wanted to check here with you, guys, before anywhere else... can anyone identify the problem just by the noise from the video? 
That's the best I got at the moment. Is it bad, should he fix it as soon as possible? The whining noise starts in low revs, usually stops when you reach 10+ mph ... It's not always there, but more often lately... It's my bro's Pajero, MK1 LWB model...

Sounds like the alternator.

Belt slipping.
Probably the least effective ever AREA REPRESENTATIVE: South East England
'93 Strada double cab, broken... 5 years off the road, list of things to repair just about getting shorter!
'94 Strada double cab 'parts truck'... too good to break?

Mine does the same, its the belts slipping, when I start it the steering is knotchy and makes the same noise till it warms up or I pick up some reves.

Nope, I does it even when standing still.. untill the revs go up.
