Hi, my 4work facelift L200 has the flashing green light in 2wd (solid in 4H/4L)

The actuator doesn't move when changing between 2wd and 4h/4L and when I try to move it manually it wont budge?

Should this move/slide left/right (ie by hand or using plyers) - I've also sprayed twice with WD40.

If someone could please enlighten me on how this should move - either manually or via the vacuum that would be great in helping me fault find this issue.
