Piston position in relation to timing marks

Hi, I've just registered but i haven't received the confirmation email and I need help now if possible!!! I need to know should number one piston be top dead center when all the timing marks on the pulleys are lined up? and then which cylinder should it be firing on? I've changed the timing belt and the balancing belt but with the new timing belt on the engine turns slightly (cam does quarter turn) but crank and cam will turn fully individually, there is no valves bent and the valves aren't hitting the pistons causing the engine to lock up!! thanks in advance!

Its a 2004 2.5 L200!

IIRC the crank goes round twice compared to all the others

Firing order is 1, 3 , 4 , 2 I believe... hope thats of some help
