The front bumper reinforcing is a must. I didnt feel safe bashing mine without a good few brackets helping it stay on the truck.

Not being a smart ass, I really would not want any hurt so I have to say that standard of welding will never do on a structural part of a truck.
To be blunt it looks like a rabbit has shit on that bracket. Grind it out and get it done properly. Much more amps and wire speed needed as a minimum if you are trying again yourself.
I am also concerned that if the same welder and machine did the recovery hook it may fail and kill someone if the weld has not penetrated both materials properly.

Yup, I didn't want to hurt your feelings Danne as I like to do unconventional mods, but the welding don't look great, looks like a 90 amp hobby mig has been used.
More worrying for me, would be the hook not because of the welding ( as it looks better), but as it is open design, made of cast by the look of it and only 2 ton rated which will barely cover the weight of the truck never mind the additional strain of it being pulled by another truck and possibly being stuck in mud, I don't think it would take much for that to snap with a bit of strain on it, winch hooks of the same design should be at least 5 ton rated, with the hook being so high up on the bumper and the mounts being so low down, its going to want to pull the bumper down as the tow point on the other vehicle will likely be lower as well, this in turn will put more strain on your bumper mount, regardless I wouldn have went down the line of welding on something like these a little lower down

Which are closed design made of billet steel, not cast and bound to be much stronger and less likely to bend and snap under strain,

if these brackets get welded on right they will take a hell of a lot to break them, if a bit of metal is welded properly a 1" should hold a ton
I weld grind it down and weld again and grind it until its even and on the pic its the first weld and it was dark so I did not see what I was doing but I am aware that it looks like cat shit in that pic.
I have welded my back bumper with a recovery hook myself and it had a hell of a beating and towing big chevys out of mud holes with no signs of cracks or that it will fail so I am not very concerned.
I can post a pic up when it is done so you can judge my ass then

I am a amateur at welding, have done it for about six or seven years but not so much of it so I am very great full for all the tips and trix I can get from you guys that do this everyday.
I did not mean to be un great full in any way.
The braking point on the hook is 8 ton so I think it will hold, 2 ton is what it rated for when you lift things with it.
This is the kind you have on excavators and I use them every day, there is no way in hell the hook itself will brake, I think it will rip out a peace of the bumper before it brakes.
